1. Open 'Object List' (View->Object List, Alt+3)
2. Go to 'Functions' tab
3. Double click on any function you want to edit
4. Check 'Only show this Dialog when Shift...' and click 'Ok' in 'Local DDL Preferences' window (for the first time)
5. Your function will be opened in the editor
6. After making changes choose 'Script->Execute' (F5) to compile your function in Oracle DB.
