I'm using 0.9.19 on os x 10.3.9
I've set my primary language to Hebrew and also to Spanish (and I asked kendrick on irc) and it seems there's no provision to localize the menubar (file, help, about, ...).
For reference, Mellel does localize the menubar (tested Hebrew and Spanish)
