Do away with SCRIBING, Player spends the train at the end of the Development phase...property during testing phase prevents scrollcopy and randomly goofs up casting for SplLVL attempts, then the spell works as normal.

RESEARCH: requires LVL in unique spell scrolls+ LVL in blank papers, which will be scribbled on by nonsense (or abstract) by the end of the research phase. One of the pages (at random) will actually have a list of components required for the development phase.
