To date, we have been unsuccessful in accessing the backup copies of these directories or even the correct cvs server from our admin login.
We opened a new issue related to the lack of admin success (Support request 2442530).

Currently there are four issue management systems available for modules:
a-issues.xml in modules directory
b-SEDS on SC4 online
c-bug tracker on sourceforge.net
d-bugzilla (http://www.bugzilla.org/)
a appears to be used primarily by ap239 team
b is used by WG12 as historical record only. The information provided in the document describes the actual action.
c is available for free...

Another possible solution is to give each document (ballot/module/ap/resource) it's own project and to keep stepmod as the project for the non-data non-ballot items in stepmod.
