The focus of this ticket has shifted toward stressing the StateReconcile() implementation. Peggy added a UTC to this end. The last step is to verify StateReconcile() for high P counts > 1kP. Currently this is waiting on Peggy or Walter to verify on jaguar.

Item 1) appears very time intensive, with little expected benefit. The two different DistDir implementations were developed independently, to cover the specific needs of very different parts of the code. Unification of both implementations could easily lead to more complex usage/code and potentially less efficient/optimized for the specific needs.

Need to see if it makes sense to have a routehandle-based version of ArrayScatter/Gather in addition to what's there now, or to replace it. This may make sense anyway in that the Scatter/Gather functionality involving arb DiatGrids is based on SrrayRedist() and thus requires routehandles.
