For the connection refused, you need a php.ini setup in your home directory, and it needs to be copied to every folder on your site. The php.ini needs to have allow_url_fopen On and allow_url_include On in it;
allow_url_fopen On;
allow_url_include On;.

I ran into this bug for GoodN64 as well, using an updated XMDB from a friend on the GoodTools site.. Anyways, I downloaded the source code, and figured out the problem. If you want a copy, you're gonna have to search for it or reply here. I'll check back every now and then, but I'm not going out of my way to make it available since I'm not a dev on here or anything.

One reason that they havent added it that I just thought of
is that there could be multiple users with the same name on
different hubs.
The solution to that would be to have it check the IP address
of each one and if it is the same username and ip on 2
different hubs, have it remove one of them from the results
list. Then you have only different...

Why not just set it up with a minimum bandwidth? If
someone tries to set the limit to something like 1kbps, the
program tells them no.
Or maybe it could be done that if the total upload is greater
than the total download (while someone is doing both at
least), then it throttles the upload to say half of what is being
used (unless on a dialup)

Actually the thing I was mentioning about the download
ignore ... is part of this same request. Basically its a way to
force DC++ to not download from those users that are
exceeding their bandwidth limits, therefore even tho the auto
check all sources isnt working, at least you wont be getting
from someone that is sending at 0.1 kbps..

One idea would be to implement the banlist and have each
copy of DC++ have its own unique key that only the hub
could read. That way, you can ban the key from the hub
and the user is gone for good. Now I dont know how the
hubs internals work, but I would think that the hubs would
be built with support for this kind of feature like the IRC
servers...

If you are uploading more than your connection can
handle and try to cancel some of them, DC++ if not
NMDC as well automatically restart the download from
you. Maybe there should be an upload limiter or a
way to block certain ip's from downloading
temporarily. Either one would do, that way if you are
on say a 384/128 DSL and have 5 uploads and 2
downloads, you can limit all 7...
