OH!!
The drop-down has a scrollbar! It's hidden past the initial set of Admin options. I've never seen a drop-down that isn't a system one that includes a scrollbar on a webpage before, so I never even considered "Is this a scrollable drop-down?"
Might help you support future users. Thanks for the help!
