We've got privoxy 3.0.6 on Mac OS 10.4.11 in a lab and it's been running well. We had a Symantec proxy upstream so I had the privoxy config forward everything to the symantec proxy. Again everthing was working well.

I also support the idea of a dmg distribution and of a prefpane - you can make it optionally admin-accessible so that only an admin can change it. I'd be glad to help with testing and Mac specific stuff. I have older OSes and hardware to check with.... Sometimes I can suggest alternatives. I know that dscl works on Tiger too though the specifics aren't clear to me (Tiger has a hybrid approach accepting some panther commands and some leopard commands.)
