I just fixed this.
Now, if there is a ~/.tcshrc.local, we do not overwrite it and we inform the user about it.
Else, we place an empty file.
Regarding the 'war' make rule, sadly, it does not appear the reason was stupidity. Still, GB is stupid.

The default behaviour of the completion rule is not to complete on an existing file, in an aim to avoid overwriting files.
What you need in this case is to press F12, which forces to show all filenames.

The 'make' completion rule was written for older (perhaps non-gnu) make programs, and it chokes now.
I have disabled it from tcshrc.complete.
Since Makefiles are quite complicated, I'll leave it like this for now.
