immediately after starting HIP, a dialog box may appear indicating an IP address conflict
this could be due to the ARP spoofing on the TAP-Win32 adapter?.

After installing HIP on Windows 7 (and possibly also on Vista) you need to reboot in order for the TAP-Win32 adapter to work properly. The LSI 1.x.x.x IP address does not show up under 'ipconfig' and the route to 1.x.x.x/16 does not show up with 'route print'. Following the reboot everything seems fine.
May be fixed with newer version of TAP/tapinstall.exe? The user does not need to reboot...
