SOLUTION:
Any error with "Unable to get Installer types" when trying to install or uninstall the ORMAP toolbar is likely the result of:
1. The service pack for ArcGIS 9.2 older than sp5.
2. The .NET framework version 2.0 is not installed or has been uninstalled.
3. .NET support for ArcGIS is not installed or has been uninstalled.
