Well, your problem is unrelated to TeXnicCenter. latin2 (better known as ISO-8859-2) is not supported by TXC and never was. Even if we would support it, there is no way to detect this or any other ANSI encoding automatically which will cause even more problems and confusion.

ANSI documents are saved using the default system encoding, mostly CP1252. Hence you'll have to pass ansinew to inputenc or use Unicode. latin2 is definitely wrong.

You have to use TXC 2.0. TXC 1.0 doesn't support Unicode.
