Sorry, but I have to disagree.
Obviously all the packages which are included in the core of PG are set up in a way to be built inside /contrib/ directory. If you'll look at other packages, which are not in the core, they behave differently. Some require to be placed in /contrib, some don't (e.g. pl/proxy and others). Myself I found that it is much more convenient to not place the modules in...

If Q3C is compiled with NO_PGXS=1 (as described in documentation) then it builds without problems in contrib subdirectory. But the default regime for the compilation do not require NO_PGXS=1 and do not require placing in the contrib subdirectory. So just the presence of pg_config in the path is required.
So there is no bug at all.

Q3C means QuadTree Cube.This is the plugin for PostgreSQL to work with large astronomical catalogues (or just the catalogues of objects on the sphere). It allows you to do easily the cone searches, polygonal searches on the sphere and fast cross-matches.
Now Q3C-1.4.1 is working with Postgresql 8.3. Older versions are still supported too.
