This is related to our recent discussion in the Help Forum labeled, "Issues with anchors when TOC used."

The attached patch fixes the re-escaping of characters in DocumentHandler#characters when templateCopyWriter is not null.
Note: It relies on commons-lang-2.2+, so note the build.xml changes to update classpath...
