I have added the files to the server at:
http://tashtego.marine.rutgers.edu:8080/thredds/dodsC/avhrr/ncotests/in.nc
and
http://tashtego.marine.rutgers.edu:8080/thredds/dodsC/avhrr/ncotests/netcdf4.nc
respectively. However, the TDS does not seem to like your netcdf4.nc file. I get the error below:

Hi Charlie,
I just realized that that URL I gave is not serving the same data it used to be. On Friday October 23 we converted the dataset to NetCDF-4 using ncks. That shouldn't make a difference because THREDDS (TDS) still creates assembles the file in NetCDF-3 format, but I have put the netCDF-3 files (ending that Friday morning) back on the THREDDS server...

Hi Charlie,
I just tried the command again and it has the same error. I also checked the dataset and it still has time dimensioned on time - time(time).
We did have a network outage today so maybe it was a side-effect of that.

I have compiled NCO 3.9.9 against a DAP enabled NetCDF-4.1-beta2. I have not had a chance to try NCO 3.9.9 compiled against lib-dap. I get the following error when I access one of my datasets:
