As old users of the spampal.org and spampalforums.org websites will be aware, the webhosting for these sites expired 18th May. Unfortunately I don't own the domains anymore so I'm not able to set up redirection for them to point to Sourceforge.

I can only imagine some network interface or firewall might not be operating correctly when SpamPal starts as a service initially during boot-up, and thus it can't connect accept connections. But when you later restart SpamPal, the whatever-it-is is now working and SpamPal can successfully accept connections.
SpamPal is only doing very basic network calls to accept connections, and it's hard...
