I do feel that the system will have various hierarchy level of users with various level of responsibilities. Also It needs to be constructed legitimately as SF.net. I dont want to have too much principles. Lets follow the simple rule of thumb
Analyse -> Design -> Prototype -> Develop -> Test -> Implement.
And lets do the steps in various Phases
Phase1 :Analyse -> Design -> Prototype -> Develop -> Test -> Implement
