No Stefan, the bug is valid, the expected result is not (the encoded-word being too long).
RFC2047 dictates that "The 'encoded-text' in each 'encoded-word' must be well-formed according to the encoding specified". This is not true in all case when dealing with UTF character sets. We can't put the two (or more) bytes that form one character in separate encoded-words.
