I think that's 'placeholder text' for something that TeamTerradactyl was working on, ie. it's part of the game that isn't finished yet.

New win.c file attached. Please replace the current one and recompile. I believe the settings should go into c:\documents and settings\\Application Data\KQ but I cannot test it.

That sounds like it may be right. We explicitly use the ascii version of SHGetFolderPath (in win.c) I think I could make it use the Unicode version (and convert to UTF-8 which is what Allegro works with) but it would be a guess, as I don't have Windows. Would you be up for a bit of testing if I make a patch?.
