When I followed the installation instructions on the download page for Win32 and restarted Gimp, GMIC did not appear in the Filters menu. Then I moved the CONTENTS of the gmic4gimp_win32 folder (four files) up one level into the plug-ins folder. Now I can see Filters -> GMIC.
When instructions say "unzip the file in the plug-ins directory" I follow exactly. I would say...
