I just created a program like you said (using D2007).
It works without any problem using APro 3.06 and 4.06. Sorry but I didn't try 4.07 like you are using.
Do you have one of those earlier version of APro to test with?.

Try doing
TempPacket.Enabled := false; right after you create it.

I'm not real clear on what you are trying to do but I have several examples on this page of using TApdComPort in a thread:

For TApdComPort I also have lots of code that sends from a different thread than where the component was created. For TApdWinsockPort there is a problem (in winsock mode) sending from a different thread.
