If an ajusted design has as sole modification a modification of its logical framework (even the modification of th overall objective), it won't be displayed in the list of available design in the "See project report" page. But if another chapter is modified, it will be displayed.
This bug can be seen as a remaining of only a partial correction of bug:

The bug was due to a missing call to "urlencode" when building the URL of a file for download.
When correcting this bug, another change has been made to display a pretty (as url-decoded) name of the file both in the page and send to the user.

If a filename has a space (" ") or an accentued character (ie: é, ù, à, etc.), or even an "_" which will converted to a space, the link to download it in the phase pages (Preliminary phase, Initial assessment phase, Design phase, etc.) is a dead link. But, if you open the question (page "Response to a key question"), the link for the same attachment will work.

The bug was due to a bad test in a mistake in the coding of the feature "1781023 Attach project to its author by default". When attaching the project, it was no testing correctly if project leader was really given, and rights to an unexisting user where granted for the project. When this project was exported afterwards, it produced a corrupted project export file.
