i forgot to say that i've tried both CVS and svn version and I had the very same problem with libtool. Until I go back to an old version (1.5.26 as said.)
When you say 'pull the source from svn', do you mean the sources in trunk/xlslib/src/xlslib/* or the file trunk/xlslib.zip ?? Are they related ?.

As 1.2.0 is quite hard to configure/compile, i'm giving a try to the cvs/svn version. It is not very clear to me why there are both of them. The svn layout is strange (there are some binary files commited, the file 'bootstrap' is not executable).
On the CVS version i had to do this modification :
--- src/xlslib/colors.h 2 Mar 2009 04:08:43 -0000 1.6
+++ src/xlslib/colors.h 28 May...

On gentoo the default libtool is currently libtool-2.2.6a
Using this libtool, i can run
./bootstrap
./configure
but then 'make' fails with some weird error about libtoolize
So i went back to libtool-1.5.26
and now it works...
Though there are a lot compilation issues (i'm testing 1.2.0 release). It seems that some (most?) of them are fixed according to the bugtracker here on sf...

Zeta 0.6 was released today. The kernel used is 2.6.22, gcc was updated to 4.1.2, and a new handbook appeared. Along with the usual minor fixes.

doesn't work neither.
