User error - I had forgotten that there was a load threshold set for that queue and didn't quite understand how that affected slot calculations these days.

Do you think you could apply the attached patch? It should still work for in-tree builds, though I have to admit I haven't tested that. I havea queue clouds.q that consists of two hosts with 8 slots each: clouds.q@amos.cora.nwra.com BIPC 0/0/8 6.21 linux-x64 clouds.q@andrew.cora.nwra.com BIPC 0/0/8 6.34 linux-x64 They each have the mpirr parallel environment.
