liblicense (http://wiki.creativecommons.org/liblicense) includes a command line tool you can use to embed license metadata in files. You could use this in a shell script to prepare the files for uploading. We're not actively developing ccPublisher so I don't think we'll be doing a full, end to end, CLI tool.
