In the end I wrote code to mimic the windows key events and send them direct to the control mentioned in the UseOn. This has the advantage that windows can't prevent the control getting the messages, which happens if something changes focus on you unexpectedly.
This works really well except when you send them to a control that ignores the messages and doesn't bubble then up to it's parent.
