I didn't know but interestingly enough, I was reading your message in gmail and there was an advertisement for debugging django apps with wingware. It described this very problem. Apparently when autoreload is enabled then manage.py does span new processes. :-(
There is another solution that is described here: http://www.wingware.com/doc/howtos/django but I don't think it's applicable to...

Hello, when I create a Run task to start django's manage.py it works but when I try to terminate it the process remains running, even though it appears in eclipse to be gone.
I am using eclipse 3.3.2 and pydev 1.3.20.
