Behavior is different between service and console program

I found that when I run wrapper as a Console application (e.g. wrapper.exe -c), my application works. It can start over 25 processes. My app just failed when I run wrapper as an NT service (e.g. wrapper.exe -t). The app is designed to start 35 processes within one JVM. Platform: WinXP + JDK1.4.2.11 + wrapper3.2.3.
