Please correct the CBQ Rules directory
(f.e.: /etc/sysconfig/cbq) permission. You have to let apache
or httpd user to have write permission.
Let me know what happend.

in PHP to manage the cbq.init rules files and allow the
user to create, modify or remove rules and policies to
