One year elapsed and nothing new were done.
The suggested correction (editing ini file) has one big disadvantage: it work only for one user. Because data_directory contains also info about configuration of Outlook, it will not work for other users.
So this bug should have priority at least 59 !!! Or more.
Is it really so difficult to make application to correctly work with data path with...

Sorry. The problem was solved by logging off and on again.
After new logon SpamBayes works fine.

May be Twentytwelve does not write it sufficiently clearly: nobody whos name contains non-standard ASCII letters or who is working on localized Windows (and therefore has data path to default bayes database with national letters like me: C:\Documents and Settings\Richard\Data aplikací\SpamBayes) can NOT use nor test SpamBayes plugin due to error:
