The idea is simple:
either
a) suppress the payees tab and use directly the adressbook to get them
or
b)Populate the payees list from the kadressbook.

I have downloaded and compiled qtbudget. When I start it, i get this messages:

I'm with debian testing, using mysql 5.0.13.
