The reset for a missing pidfile is initiated because an ending server process might have deleted the file. A missing file that is to be checked for updates is different. If it e.g. is a log file that gets rotated it might be missing for a short time without a problem. If you want watchdog to react on a missing file no matter what use the '-b/--softboot' option.
