He's asking for something a bit different (I think), namely the coordinate transformations to get from world coordinates with an earth-centered rectilinear coordinate system to a local coordinate system, perhaps on the surface of the earth.

BTW, the SEDRIS tutorial on this is at

and there is also a tutorial for the SRM API for programmers on the same page.
Anyway, my current plan is to set up a simple class hierarchy to do the transforms for some of the popular coordinate systems to the DIS standard coordinate systems.

It is indeed complex. The people at Sedris have provided an open source library to do the various coordinate transforms--from DIS coordianes to lat/lon, for example, along with orientation transformations.
I did a quick port of the Sedris Java code to a more modern JVM; it's checked in at
http://open-dis.svn.sourceforge.net/viewvc/open-dis/trunk/sedris/
Essentially the port involved...
