I have the same problem, just the other way around: after a reboot the scrolling speed is way too fast. What I do is I sleep my iBook (1.2Ghz, 12", 10.4.11 running iScroll2 0.32) for a couple seconds right after it's done booting and wake it immediately to get the scrolling speed right. Subsequent sleeps retain the scrolling speed.
