This has been implemented and is available in the 0.04 release. The project is now hosted at http://code.google.com/p/subweaver , so head over there to get the latest build to try out. This feature request is known as Issue #8 there so you can leave any comments there.

I think this should be pretty easy to do, actually, with the site.cloak() api call. I'll have to play with it later. Theoretically, I should be able to just iterate through all of the subfolders of the top level site folder and look for ones named svn and call that function on them. The first pass will probably just be another menu item that you'll manually run the first time, but I might...

Please elaborate more. Are you using 32 bit Vista or 64? What version of DW are you using? What version of tortoise are you using? Is it just the top menu commands or is it also the context menu commands?.
