Seen on a 1.0 production box at UCSC, there are postgres processes that are stuck in IDLE or IDLE in transaction states. Once there are enough of these, there are no more available connections to the database and Netdisco borks.
Probable root cause is :
1. Netdisco starts a transaction
2. The user or application aborts in the middle
3. Netdisco or the Database back-end does not abort...
