I inspected the ini file and changed the codeset_id3 to match the other codesets (metadata, relay, filesys - all set to CP1251) and now it works fine
the id3 tags were indeed present in the beginning of the file, but probably some codeset mismatch was causing *some* of the tools to not recognise them properly.

I'm using the command line version of streamripper on Vista 32 but it fails to save the id3 tags for the tracks
I tried several streamripper versions from 1.64.6 back to 1.63.5 (the last one I've used without any problem on my old Vista notebook)

the second one is a known limitation in the Studio, which is documented in the Users Guide (pages 40-41 at http://www.wsmostudio.org/doc/wsmo-studio-ug.pdf).
