I had PHP session path set to a default value, which was /var/lib/php/session/.
There is not much to break there, or? Session cookies are saved there properly; the only problem is that with "session.use_cookies = 1", multiple httpd processes were trying to access one and the same session cookie file in an exclusive way.
Can it be that it happens if someone tries to download...

I have the same issue when using phpmyadmin 3.x.
The databases are shown when using version 2.x - so it looks like it's a regression?.
