Actually,
The proper way to create the database in your case would be to simply import the database.sql file into your database instance. There is no need to go re-construct the SQL from the PHP code like that. Also, the documentation does mention a manual installation method, but it appears that many do not read it.

Hello, I was unable to duplicate this. Here is what I did:
1) Log in as admin and check out a file
2) change the file
3) Check-in file
4) login as non-admin
5) view file
Viewing the file showed the updated contents, and the history of the file showed the revision as well.
Can you provide the steps for me to duplicate the issue you are having?.

Check your web server error log to see if it is showing any information. do you have apache, php, and mysql all running on your laptop?.
