For the Tekram Irmate 210:
I don't recommend using it. Range is limited.
If you still want to try it, use irrecord --force.

The Igor receiver should work better, but you didn't post mode2 output for it.

First of all you should tell us what kind of receiver you have.
"Igor cesko's serial receiver" and "Tekram IRMATE IR 210 B" are very different receivers and cannot really be confused with other devices, so I'm not surprised that it's not working.
