Ofcourse.
When adding/editing a user, go to the Attributes tab and type-in whatever attribute you want, click on the Add button and then when you edit the added attribute (set the operator/table) click Apply to save the user's settings.

And that this table actually exists.

As fdelperte pointed out, this should be done via the Config->Operators menu, to set the ACLs accordingly.

Simple, use the Access-Period attribute (you need to enable it's sql counter in freeradius as well) and assign it to a profile which you then select in the plan.
when you create the user, choose both the profile and the plan.
