What you're asking for is called "WebSeed" and exists:

uTorrent supports it for single-file torrents only, other clients also offer varying levels of support. It's a very experimental protocol extension, going ideologically against the nature of P2P, although it's certainly a useful way to initially seed a torrent.

Sorry, but this is only possible via proprietary extensions to BitTorrent, and as a result is very unlikely to ever be supported by MakeTorrent.

That key isn't there because .. MakeTorrent doesn't need it. I'm surprised you even got it to launch on 2003, as it's not actually a supported platform of the tools used to compile the executable.

The latest BitTorrent source distribution (5.2.2) contains a "maketorrent-console.py" that would suit your needs. You would need to compile it with py2exe, but I have no idea how difficult this would be, as I haven't touched that code since the 3.x series.
(Interesting trivia point.. that command-line utility used to be called btcompletedir in 3.x, but got renamed to maketorrent...

I got DDOS'd ... either intentionally or not, the homepage ended up as the tracker for a very popular torrent (no idea what it was). My poor cablemodem almost melted down.
Everything should work fine now, thanks for the reminder to turn the service back on ;)
