Thanks for looking into this issue.
After further testing we have found that we can login using ext but none of us can use pserver. As the webpage for the cvs login points to pserver this is very confusing for us and our potential users.

All the team members for the jamin project are unable to get access to the cvs repository at the moment.
None of us can login. We all get connection timed out messages.
