I've incorporated the patch and added a configuration mechanism.
In %AppData%\AllChars.xml, you can now have a new element like this:

Microsoft, in their infinite wisdom, decided to make the "This Application requires the .NET Framework 2.0 to be installed" message as readable as what you're seeing :-/
The solution is to download and install the Microsoft .NET Framework 2.0 Redistributable Package, available from http://www.microsoft.com/downloads/details.aspx?FamilyID=0856eacb-4362-4b0d-8edd-aab15c5e04f5.

For historical reasons, the About dialog is the main form of AllChars.
Therfore, closing this form *will* break AllChars; a suitable fix is to remove the close button and correctly close the Form when clicking OK in this case.
This fix is implemented and will be available with the next release.
