I would like to have to comment as well.
If is consists of mulitple lines it should have "remark " on every line.
And you could make the comment remarks as an option too.
remark Rule number (interface)
remark comment line 1
remark comment line 2.

This would make troubleshooting a lot easier when browsing large ACLs trough an ssh session to a cisco router in the middle of the night.
