For the pasa_cpp part, just making it where you unzip will be fine if you unzipped it in the location where you plan to use it (the binary). The author gives the /usr/local/bin/ example because that is a common central location. The PASA scripts seem to use relative directories anyway.
For the make issue, try "make depend" then "make install".
