I think we can have a roadmap even without a budget. We can have a roadmap that determines when (feature/bug wise) we will do another release. This doesn't tie us to a deadline, but it ensures that the most important issues will eventually get resolved and it gives people an expectation for the next release (they know if it will help their specific deployment and such.)

I know that is my situation I was unable to comply because the users we were given weren't privileged enough. I agree that moving to the wiki was a good idea, but we need to come up with a more user friendly initial information page. It looks like that is being taken care of elsewhere. That's excellent.
