I confirm :
With windows-1250 we have many messages like this :
function.mb-convert-encoding]: Illegal character encoding specified", "D:\wamp\www\phpsysinfo\includes\xml\class.SimpleXMLExtended.inc.php", 135, array( "str" => "Generation" ) )
With windows-1251 it works

mb_list_encodings function doesn't seems to support windows-1250 :

We need to check at this :
