Postbuild events so that console.exe runs out of the box. Copies FreeImage.dll.FreeImagePlus.dll and console.xml to the bin\(Debug|Release) directory.

I added error handling for config files errors. I also have a comment out check to make sure the file exists in the first place. That check does not work right.

I will look the portable edition later.
As far as scheduling a boot scan, that would probably require some work. You'd have to run the native exe every bootup, and it would have to read some sort of schedule and "last run on" from a file to decide if its supposed to run.
