Other then the basic requirements illustrated by Ken. I think the tutorial should convey and repeat some of the material from the User's Manual. I think it is important to include the following topics to create a complete and effective tutorial.
i) A basic introduction to Pliant and Pligame, and there respective purposes. (This should be breif and consise)

Just some ideas I had ...
i) Change the red font to green so its easier on the eyes.
ii) Update the Installation section for Linux users and include the Installation for the Windows version.
iii) Remove the CVS method from the installation section.
iv) Different Pages for the Different Sections ...
v) Update the news section with Progress for Pligame or perhaps it is better to do...
